Same way you only get a drug if the doctor, an educated specialist with a license, determines you need it and gives you a prescription.
So you should go to the police station, get interviewed, explain why you need a gun and prove you arent retarded, get educated in some short course, pass an exam and get a license to go buy a gun of this or that class, depending on your need and desire.
This way if you shoot up a school we know who is at fault for letting you own a gun - the people who decided you arent retarded, or if you shoot yourself while horsing around, the people who let you pass the exam.
