Also The Secret of Kells is gorgeous, especially if you're into the while Medieval art shtick. If you're open to anime, I remember Tokyo Godfathers and Paprika having top notch visuals.
For stuff I haven't seen, The Illusionist looks cool. Les Lascars either but the animation looks fluid and has a lot of character.

I liked Millennium Actress and Perfect Blue a lot more but I think I looked at Paprika too much through the lense of those two, I have to watch it again. Will probably have a chance since my dad wants to watch it.
I saw a clip of a Russian "Little Mermaid" from the 50s(?) recently and it looked pretty stunning.
