The series had a good idea in the beginning IMO, but I love Marlowe stories and Noir stuff and that's what that season wanted to be but the directors were too ashamed to actually do it.
Doesn't help that they broke the idea of having one director per season.

Frank' monologues were pretty bad by themselves so I guess you're partly right on that part, he nailed the impotent part well and the gangster part a lot less.
If they kept it to the main landowning deal and didn't stray afar with weird shit just to pull in ratings it could have been an interesting noir story, another problem was that they had Antigone' character and had to do something with it because they probably received criticism for TD chauvinism.
