You can tell he was bored with the state of things. He was basically Evil Bill Gates and he accomplished everything he could do legally. He just wanted to shake things up and get another major war going because YOLO before #YOLO became a thing.
I really enjoy this movie, but I think it suffers from being too much an action movie and not enough a bond movie. Also look out for a young Gerard Butler as a radar operator on the Devonshire before it sinks (or was it Derbyshire?)

It was actually very prescient. If you remember early in the movie he meets with all of his bureau chiefs and they discuss their plasma for 24 hour propaganda and influencing global politics. He talks once of them to top blackmail some president so he passes some law, and then to release the sex tape anyway. This was 97, a few years before the 24/7 news and Internet media explosion. The China plot was just one of many things he was doing.
