Yu could argue that TNG had too much data too.
Though TOS had lots of Spock because it was Gene's main idea to often show the humans as seen by an outsider or an observer.
It's the same reason why DS9 tended to often focus on Quark and Odo. But even in TNG and DS9s cases, it wasn't as unbalanced as it was in VOY. And the difference is that even if there was a difference in screentime in all the series, it's also clear that in VOy the writing staff focused mostly on the Doctor (and then Seven) while TNG, DS9 and even ENT took some time to work on the other characters even if the audience didn't necessarly like them the most (especially on DS9 where even secondary or background characters have long-going arcs like Rom, Nog or Jake)

I worked for a little while at a US Attorney's Office. The ones who prosecuted child sex crimes always made it a point to exclude fans of science fiction and especially Star Trek from the jury in any of their cases because they were far more likely to sympathize with the guy being prosecuted.

It's not even rough. It's some of the best true science fiction television in existence, much better than seasons 3+ when the great anthology engine is just transformed into a soap opera.

Well, it's kind of their job to tilt the favor of the prosecution. They are the prosecution, after all. I would also advise pretty strongly against boning teenagers if you can help yourself. Certainly don't transport them across state lines for that purpose, or solicit them using any interstate communication because you will figuratively get fucked by federal prosecutors with pretty vast resources.
I never really thought the first season of TNG was bad, didn't know people thought it was until months after I watched it for the first time.
I enjoyed it and it kept my interest to watch the rest of TNG.
DS9 though, oh boy. That first season is just bad.

I think I simply had a poor choice of words. I guess what I should say that they can be rough in the same way that TOS can be rough for someone who has only seen, for example, say random episodes of TNG and Voyager, but nothing else. Hell, I love Yar, and aside from a few episodes here and there where she plays an alternate universe version of herself, or Sela, she's only in the first season.
