Nah he's malformed and hideous in the best possible way. The nuke didn't empower this guy, it twisted and mutilated him. His ribs and sternum are overgrown. His arms are atrophied, his teeth are scrambled, jutting out in every direction. His eyes are lidless and twitch inside their orbits.
He's probably in hideous agony, wheezing and groaning as steam pours from his jagged maw.
If you can't see that you're letting the memes mess with you. This is not a heroic Godzilla, or a cool kaiju villain. This is a radioactive monstrosity that by all rights should not be alive.
