Actually this season has been all over the place.
You can tell the showrunners worked on 24.

Saul jammed randomly into the plot just so they can keep him on the show.
It's all over the place and falling into a pattern where it relies on random cliffhangers.
The terrorist guy getting into the embassy through a hidden tunnel is textbook 24 nonsense.
Hell, I distinctly remember the terrorists in 24 pulling that off with CTU.

You've got through the worst the show has to offer. Season 3 is underrated even with some of the hiccups. There's less of Dana but what there is - isn't that bad.

Season 4 has been pretty bloody good and is arguably as good as the show has been since Season 1 but this final episode has a lot to live up to.
