3 million an episode. Keep in mind each episode has just three or four scenes, and has a musical act and repeated scenes serving as filler.

Because Twin Peaks is a safer gamble than a new Lynch project. Showtime must have forgot that Twin Peaks tried it's hardest to get people to stop watching it, 'peaking' with the god awful prequel film that nobody liked or cared about until Lynch worship spread through the internet.
