There WAS this one guy that spent $100 on a three month Euro trip, but he was eating out of garbage bins and hitching everywhere. If you're prepared to do that, go ahead, but I don't see how you could possibly cross any oceans this way. Get a job on a ship maybe?

You can travel at any budget, but as low as 300$ is going to be harsh without additional income.
I suggest reading blogs of Eastern European travelers. A majority of them are budget travelers and some do it on extremely small amounts. There's this now famous guy in Poland who traveled across all of Russia for like $200 while recording it all on his gopro.
