Supply and demand. If memory serves, Finn was two per case while Rey was one per case. Rey had even more demand due to including BB-8, whereas Finn was, for most people, not an interesting enough figure to catch the eye of buyers before they saw the movie.

Finn shipped in Waves 1 and 2 and will be in 3, Rey was only in 1 but will be mixed into 3 and 4. As waves 1 and 2 are the most commonly found right now and Finn the most widely available character from the movie he doesn't demand a premium. Rey being harder to find thus commands a higher price on the secondary market right now and the inclusion of BB-8 only makes that price rise higher still. Over time the prices will stabilize and they will likely both settle at a similar value as availability evens out and newer releases of each character are released.

One character was a welcome edition to the Star Wars franchise, and there for sells out online and in stores.

The other character was a forced PC choice by director JJ which only hardcore fans would spend $20 on and there for shelf warms in stores are AROUND THE WORLD. Even now with them being marking down on sale they still can't get rid of Finn.

The fuck are you talking about? I just went to a Disney Store today and there was a full wall of Finns on sale. No adult or child even picked one up in the time I was there. Ray of course was sold out when I asked.
I later went to Target, Toys R Us and even Walmart after and it was the same story. Seas of Finns hanging around and not a single other character beside him. Even fucking Chewy was sold out.

I did a test this summer just for shits and giggles where I took one Finn box and placed a barely noticeable tiny dote with the tip of a pen at the bottom of it's box. Today I looked at the bottom of every Finn box (which took some time since there was over 8 of him) on the shelves and I actually found the one I doted with a pen during the summer. I really wasn't expecting that. I would have thought they would have at least sold a few after the movie came out and people got to know his character but nope hes still there....

I feel like Finn is a little bit of a different scenario.

Usually, Hasbro tends to put out their established "hero" characters in droves. Basically, the big-name characters who have been around for a lot time tend to not only get more figures, but more per wave.

It was really bad with 'Bee during those times, but in the past it was also really bad with like, GI Joe and Snake Eyes/Storm Shadow/Cobra commander. Those three warmed pegs for ever.

Finn on the other hand, was a guy no one knew anything about, and in the end he's really just some black guy in a jacket. I honestly thought he was a decent character in the movie, but there is nothing outstanding at all about the figure.

I'm black and I wouldn't buy a white family house set for my daughter if I had the option. It's not because I'm racist, it's because I'd want my daughter to have a doll house that is a good representation of my household. I'm black, she's black, her sister's black, my wife's black...so if she's playing "house" or whatever, it'd make more sense for her to be using black dolls.

If my wife were white, and our kids were mixed, I'd make an effort to find a family doll house or whatever that represented that as well.
