While you're certainly true that they weren't gods and that it only applies to Dominaria, Elder Dragons aren't just a race. The Tarkir Elders are on a whole different level to Bolas and his amigos. Those original few from Dominaria actually were powerful enough to be considered gods and were a lot more dangerous.

This has been altered with new Khans lore, but originally, yes, in old lore, the Elder Dragons were the most powerful beings in the multiverse that weren't planeswalkers. Further, their war encompassed Dominia, not Dominaria. Dominia was the original name for the Multiverse, but it got changed because, seriously, two planar concepts with that close of spelling is just retarded.

In short: yes, they were the sires of all true dragons in the multiverse, they were very close to gods, and there were only 5(6) of them after the Elder Dragon Wars.

Nicol Bolas was ancient when the Thran first started banging rocks together to make fire. He was ancient before Niv-Mizzet ever hatched, let alone signed the Guildpact. He was already ancient when Equilor was first born from the chaotic morass of Dominia.
