Unsure where his abilities originate, but an AI noticed with it's overwatching network of infiltrated camera systems. Intent on saving humanity through subtle pushes rather than overt action, they work with a small group to influence the right people at the right time.

They found records of what was supposed to have been a discontinued military project... Bubbles. The bionic ape destroyed his captors with ease, and noticed the AI's fingerprints in the computer system. This led him to track down the source, hoping to find an ally for destroying humanity. Instead he found someone trying to save humanity, much to his disgust.
