No, forges are ancient relics found scattered all over the world. The most brilliant minds conclude that a race much more advanced than ours put them here to trick us into forging metal weapons to stab ourselves with.
To date, forges have never been reverse engineered or duplicated. For that is how advanced they are.

I really don't like the Thousand Sons changes and not even really from a balance perspective.
I don't want melee beatsticks or mortal wound dispensers, I want lots of sorcerers casting crazy spells that do interesting things.
I wanted the Aspiring Sorcerer to be more like the 7th ed Scarab Ocult Sorcerer not the other way around.
It also really sucks that tiggy got to keep his flavor rules but Ahriman and Magnus didn't.

gunpowder was discovered by pure accident in china, and wasnt used for guns for a while, other than the not quite gun fire lance
it would not take much a stretch to imagine that gunpowder was never discovered, or was simply dismissed as yet another failed attempt to discover the elixir of immortality
if they discovered advanced chemistry, and thus the ability to predict the chemical properties of a mixture before they mix it together, than they could work it out for themeselves

Wasn't there a sci fi book based on the idea that there was two paths of scientific thinking that could be followed: One lead to black powder and over time improved firearms, the other lead to FTL. So modern Earth got invaded by FTL aliens that were using Napoleonic black powder weapons to fight.

Past that though, you start confronting the problem of advanced chemistry. It becomes increasingly unlikely that black powder, or any functional propellant, won't be discovered by accident or intentionally.

You ought to learn how to read. In the points section it clearly stated that the unit costs do not include the weapons. So if you take a look at the weapons list you will see that some are free, like bolters, while others cost a given amount, like lascannons. The full cost of a unit is obtained from adding these two numbers. Obviously, if you exchange weapons, you have to add the cost of the new weapons to the unit cost.
If you couldn't figure this out by yourself, wargaming in general might not be for you.
