I personally like really open ended items, where the item's use comes from the player's creativity.
Such as magnetic gauntlets that can pull any unattended metal towards the user or a lantern in which you can burn anything and those within the light gain attributes based on what is being burned.
If a skeleton loses its head, it is blinded?
You would be tempted to say no, because its vision was magical and it never needed eyeballs anyway.
But by that logic, a skeleton that loses its legs would magically hover at the same height, which I've never known to happen in any setting, because it could stand up just fine without muscles or ligaments anyway.

A decapitated skeleton can still see, because he never had eyes to begin with.
But he clearly still needs legs, even with just the bare bones, to walk around. If you get rid of them, it'll crawl. There's a reasonably distinct difference between these two.
I think a much better question is what >>54250262 said: killing skeletons really should be a great deal more difficult than it's usually shown in games. They're almost universally a low-level mook, when in truth they should be far more powerful, perhaps even close to the level of mummy and vampire.

Few sane minds could truly stand millennia of war. After the Volgan War, after the conquest of Mars, after the rise of the Termite Empire and the endless wars against the alien, after border conflicts and assassinations, after purges and pogroms, the endless evidence of man’s inhumanity would grind down even the stoutest heart.
Sanity, however, is an overrated concept.
The ABC Warriors started life in a comic called Ro-Busters, detailing the exploits of a robot search and rescue squad. The Ro-Busters eventually found new life in 2000AD in stories that gave details of their violent pasts and even more violent futures. The comic became one of the iconic serials of the British weekly, joining the ranks of Judge Dredd, Rogue Trooper, Strontium Dog, Slaine, and Nemesis the Warlock.
Between 1983 and 1984 the Warriors began, one-by one, to be introduced into a crossover storyline in Nemesis. Set in a demented future of xenocidal terminator crusaders, alien sorcerers and centaurs, neo-Victorian obsessives, time travel, poorly understood but highly advanced technology and maniacs of every creed, colour and species, Nemesis the Warlock formed one long story made up of several chapter-like Books, which we’ve all been along over the last few days.
Much like Nemesis, as well as providing occasionally baffling inspiration to players and GMS of future fantasy games, the ABC Warriors provide a good deal of insight into the development of the 40k universe. Mongoose games also produced miniature warriors to go with their Judge Dredd skirmish game, though they are unfortunately not presently for sale.

Just played Codenames for the first time on saturday and I absolutely loved it. I'm shit at free association though so I found it a bit challenging, but we were all stoned with a bottle of wine so it was great fun.

Same way I would any other sandbox campaign. Map and populate a relatively small starting area, drop the players in, and see what kind of situations they're attracted to. Never plan more than a session or two out.

Planning not far ahead is VERY important. Sandbox means sandbox, and your players WILL do whatever they want to, and you'll never be able to compensate for any of it in advance. Let them know that pacing is in their hands, but it won't be "railroady" of you to forcefully insert a BBEG once they cross into level 20 for your TPK.
I always try and get in how many sessions a player can play. Then plot level advancement around sessions. 1 session = appropriate amount of levels depending on how many sessions a player can attend. So if players can only have about 10 sessions, 2 levels a session. Try and plan all major advancement that way.
Then as others have said, don't plan too far ahead. Work it session by session. Have an overarching plot but if it gets stale, change it. If characters break or destroy something plot important, fuck it, work with something else in the next session. As long as the world feels like it's growing, it is growing.
