Something like a religion or code of honor, but without having to worry about the details. It adds a little bit of restriction to how your character can act so the other players can notice if you're being out of character.

Ders: Ultramarines. In a really obnoxious way, like Matt Ward but more of a rules lawyer.

Adam: Orks. Doesn't care about the rules or the game, he just wants to make huge, ugly sctratch-built vehicles and legally have them on the table in a way that annoys Ders.

Blake: Eldar. With pages of "cool" backstory for each individual mini. Plays the game like an RPG, narrating every move and dice roll in an over-dramatic way to Adam's delight and Der's endless annoyance. His list is unplayable but rigidly adhers to the lore.

>I have never played Dungeons & Dragons before, but my friend decides to start a new campaign and I ask to join because I want to get into it. All of our discussion takes place over online chat because there are seven of us scattered across North America, plus our DM who lives in Norway. I’ve never met any of these people or heard their voices before I joined the campaign group. These are the highlights of our first session.

(The rest of our party hides somewhat successfully, but I roll a one on stealth so my character decides to hide behind Friend #2 and stand very still. Note that Friend #2’s character is a lawful good monk.)

DM: “The guard asks what you’re doing.”

Friend #2: “What, me? I’m not doing anything.”

DM: “So what’s wrong with your friend there?”

Friend #2: “I was, uh… traveling to the monastery when I found this ungodly heathen–”

Me: “It’s true; I’m very ungodly.”

Friend #2: “I was bringing her with me so I could show her the light of the gods.”

DM: “I see. You wouldn’t have anything to do with that farm that burned down yesterday?”

Me: “Oh, because I’m a fire elemental, I’m automatically the subject of an arson case? This is racial profiling!”

DM: “The guard gets off his horse and attempts to arrest you.”

Me: “IT’S CLOBBERING TIME!”

(I roll a one, AGAIN, so when my character tries to attack the guard she ends up hitting herself with her own morning star. Thankfully, the rest of the party gets some fairly good rolls and we manage to kill the guard.)

Friend #2: “WE JUST KILLED A MAN!”

Friend #3: “It was in self-defense.”

Friend #2: “I’m lawful good! I’m a monk! It’s our first session and we just KILLED someone!”

Everyone: “…”

Me: “Can I take his eyes as trophies?”

DM: “Sure.”

Friend #4: “If [My Name] gets to take his eyeballs then I’m taking his teeth!”

DM: “Okay.”

Friend #1: “Well, as long as we’re taking body parts… who’s going for his d**k?”

(We all ended up fighting for it, but Friend #2 was victorious.)

Raising the dead can only be done on corpses that haven't had proper funerary rites and for mindless undead the soul is stuck in a form of purgatory. For intelligent undead the soul is trapped inside the body and gradually becomes corrupted by the undead's actions. One accepted priesthood raises the bodies of debtors as mindless undead to work in agriculture, mining, and occasionally military service until their debt is paid off and then the body is given a proper funeral which is seen as harsh but otherwise accepted. The creation of undead for other purposes, especially intelligent undead is seen as a very evil act.

The most commonly practiced form of necromancy is just using magic to bind dead bodies back together and puppet them around. The effect isn't technically limited to human corpses, but since human sorcerers tend to have an intuitive grasp on how a human body should move, its the tool they most often end up choosing. Animating the body requires the sorcerer to draw upon some source of magical power, the most common choice being the low-level natural background magic of the universe, but usually the only 'cost' is that it makes t harder to use magic around large numbers of undead. More esoteric forms of necromancy exist, usually involving some modification of the bodies or the residual echoes of the soul the body once held, but these are much more likely to involve complications (which range from 'unsettling' to 'horrifically murderous') and much harder to justify on an expense report, generally only being the domain of state necromancers who went rogue or the rare talent who managed to piece the art together from basic magical principles.

This basic form of necromancy is relatively common; the Empire makes use of skeletons (less unsightly and easier to maintain than zombies) to perform simple, menial tasks like building and maintaining infrastructure, fortifications, draining low-lying areas, etc. Some are used to deliver messages or packages for post; Although not as fast as a man on horseback, they don't have to stop at night, and will get where they are told to go with pretty good reliability as long as there's a clear road they know how to follow. Necromancers and their creations are generally associated with the state, the founder of the art being an adviser of the first Emperor, and necromancy is the only traditionally masculine school of magic; All other schools have traditionally been overwhelmingly female, and magic in general is seen as a woman's art in the places it is tolerated.

depends on where they come from, if they dont have a lot of contact, then they would only have rumors to base it on, so they would be suspicious
if they had contact with evil necros, then they might be outright hostile
most of the time, they are just seen as the edgy emo teens of the wizarding world, and in cosmopolitan places are treated rather well, since they provide excellent service in recycling unused bones, people are a lot more blase about death in my setting, and they make great teachers of medicine, since they know all about anatomy, physiology, and forensics
they also make great philosophers, since they usually study about the spiritual and existential sides of the never ending cycle of life and death, you cant have one without the other and by learning to raise skeletons with a simulacrum of life, they can better understand the nature of life itself

i tried to base necromancy as a whole off of diablo 2, golgari and abzan from MTG to make it look more like simply another aspect of nature

What kinds of aspects should Asian dragons have compared to Western ones?

Chinese and Japanese dragons are not affiliated with fire in any way, but with water, and they don't produce water, but rather control it in all of its forms.
In China they are a symbol of luck and generally pleasant things, so in demeanor they shouldn't be aggressive or hostile. Cannot remember whether that was always the case outside of China, but considering the influence of Chinese culture on other East Asian cultures, it's probably safe to assume so.

Asian Dragons seem to be, fundamentally, associated with very similar set of base symbolism as the western ones: the main difference however being in fundamental attitudes that people have towards those.

All dragons seem to at their heart similar idea: a chimeric being heavily derived from a snake that represents chaos or "natural state of things" (which is generally chaotic), being guardians of treasures or items of desire and representing power or might. All of these symbolic qualities are actually interconnected ideas.
This also explains why they tend to be associated with either fire or water (both being pretty good embodiments of chaotic and powerful elements)

The main difference is that while particularly in Christianized West, the idea of a dragon began FUNDAMENTALLY skew towards being unquestionably evil (presumably as Christian perspective towards nature is rather patronizing, anthropocentric and dominant), in Asia they gained generally much more neutral, or even possitive associations.
In China in particular, Dragons are often depicted as rulers and kings of "natural kingdoms", as conscious, clever beings that don't inherently think vindictive towards people. They are still often protectors of treasures or objects of desire, but unlike in Western cannon they often part with their gifts willingly, upon testing people rather than fighting them. They tend to be described as living in palaces, capable of talking, of taking on human forms, having their own dominances, their own servants and subjects. Asians do not put emphasis on carnal desires, hunger or selfish treasure hogging like we tend to.
They are also associated much more with the positive impacts of natural chaos: namely with water and rain, often being seen patrons of agriculture.

That still does not make them purely positive or kind beings. They still represent chaos and natural forces beyond our immediate control. (cont.)

Depends on how you define all of these powers. Just reading active thoughts isn't too OP - but if it covers everything including instinctual actions, it's way worse (You don't think outloud "I'm going to do this and that", you generally just do it. If telepaths can read that, it's OP)...

And for telekinesis, it depends as well. Can you shoot mind bullets and how hard? Can you kill someone by squeezing their heart with your brain? If it's something reasonable like applying human-like force to an object at distance with line of sight, it's OK.

Really depends on the degree of each. Telekinesis can range from Mage Hand-style moving tiny objects slowly over short distances, to being capable of literally moving mountains. Similarly, Telepathy varies from being able to pick up surface thoughts of immediately nearby individuals, to being able to go rooting around for specific bits of information.

Then, it depends on context. Combat-centric or traversal-centric situations are going to generally favor Telekinesis, while Telepathy is more useful in diplomacy/investigation.

On a setting level, I'd say that telepathy probably has more repercussions than telekinesis, as you can get around a few people being able to lift big rocks, but it's much more difficult to get around your top-secret government intel being completely susceptible to untracable theft.
