Strike! does the fights well, but you are better off clobbering the skill system from somewhere else (you could even use the games').
Torchbearer is one of the inspirations behind the game.
Dungeon World could actually work pretty well (have the locations act as fronts, have multiple hamlets/estates to flesh things out a bit).
OSR could be good if you want the grit. I'm not sure which one is the most popular/best at the moment. Played DCC a few times, that was pretty good. Lamentations of the Flame Princess too. I quite liked the Black Hack, was very elegant.
What else... Warhammer Fantasy? I only give it a cursory read and didn't like it much, but it's often recommended for DD.

The elemental dragons destroyed the follies of man and declared year zero, the beginning of a new age, an unchanging utopia provided for mankind by the dragons.
Green Dragon's druids destroy agriculture and wipe out domesticated variants of animals so that mankind remains reliant on the bounty of their order.
Red and Blue dragon teach mastery of fire and water to an order of magicians who serve as the administrators and overseers in the name of the dragons.
Gold Dragon sheds blood and tears used in holy oils which grant their paladins the healing touch and flaming sword.
Silver Dragon shapes stone into cities and grants metal from the earth, while collapsing mines and tunnels humans try to build on their own.
Humans who know too much and think their inventions greater than the wisdom of the dragons are sacrificed and sent to the moon to bask in the unlife aura of Black Dragon and join its court of undead philosophers; who act as an advisory body for the dragons while safely exiled from humans they might share their dangerous technologies and insights with.
But a small group of undead philosophers escaped the moon on a raft of nails and have granted the putative human resistance a new weapon against the servants of the dragons: Firearms. Different PC types would be based on what types of gonnes and shooting they are specialized with, rather than using swords and magic.

Fate conflicts sound great on paper but in practice I have not been too impressed.
I almost wonder if the dice and skills and actions should just be nixed and the game should become a sort of freeform, limited by a resource management wagerfest on fate points and invokable aspects.
