I need your help /tg/. I've been trying to come up with some sort of setting that can incorporate the following things:
>trains are commonly used for travel between towns and cities, which are spread quite far from eachother in general
>swords are still used very frequently by soldiers and fighters
>pistols are available and utilized, but don't (somehow) completely outclass bows, swords, etc.
How should I go about this? Can I make this work?

British India has all of these things. Pistols, swords, bayonets on rifles, native troops often used bows still.
Particularly, revolvers were "around" but they weren't standard issue to officers yet for much of the period. Many people saw them as sort of magical weapons but just couldn't afford them. Swordsmanship and bayonet fighting was still very important in dealing with baddies because most guns were single shot, and even the most advanced rifles were breech-loading.
This was also around the time the Bongs started employing the Gurkhas with those scary knives of theirs.
I usually do guns as new technology that's a fusion of magic and tech. They are all break action and fire magical shells and have a chance to jam or misfire sometimes.
For pistols make it so the mass produced pistols are short ranged shotguns that require a long reload time due to awkward designs that are commonly insisted upon, all the while guns can be enhanced with magic.For your players make it so there are certain highly sought after masterfully made guns which can reload in good time.
Guns in relevance to armour are weak being unable to penetrate it effectively but shredding through un-armoured targets causing heavy bleeding.
Bows and crossbows can be improved with magic especially by comparison to gun.
As for trains maybe magic as that can be your cop out for anything. Now I would do trains using golems to propel them along a smooth track to the next city, so the train would nearly be thrown to the next city without much in the way of actual steam involved. To introduce the steam engine is to introduce the possibility for industry.To introduce industry you may as be working in a Victorian setting and scrap the bows.

I just ran Puppet Shows and Shadow Plays. PCs are supposed to be inducted into DG at the end of it. When I was convincing the players, one of them asked why would anyone actually join the Org. I pressed on the PCs' curiosity and the desire to protect their families, friends and country, and that worked.
But seriously, why would anyone actually join DG? It's a sure-fire way to go insane, lose everything and everyone you love and die in a very painful way, in any order and combination. And there is absolutely zero benefits. Do all potential agents have a direct encounter with the unnatural and are either recruited or disposed of as witnesses? Does DG recruit only people that fit a certain personality type AND have a certain set of skills? I once saw a character, a CIA agent, that was kidnapped, brainwashed, forcibly inducted and told to keep quiet. Is that even a thing?

Did some more Spellburst Savant homebrew. Broom Jockey is a mobility/flight/speed based spellburst savant with a melee theme.
This is the alpha so feedback is highly appreciated. Among other things, I'm a little iffy if it's got enough melee boost to be functional in combat as most of it's stuff is about mobility and it lost some nova spell getting there. Still, Flyby Attack works nicely with Wave Motion Strike (As it allows a standard action, NOT just an attack)
