what's a good game/system for traditional combat maids? i'm looking for one where you can play a rogue trader-esque scenario(ex. the young master belongs to a family of arms dealers and all of his bodyguard maids are ex-military, etc.)

Beyond that? Literally anything with a combat system you enjoy and mechanics that reward teamwork.

So, in trying to make a new, and more insidious monster, I accidentally made it too overpowered.
Originally, the idea was to take a werewolf, then have the curse twist their mind their first full moon (Permanently, unlike their physical transformation) as well, making it so that when turned they retain their intelligence and cunning, and when unturned they still have the same mindset, goals, etc as they did when a wolf.
Essentially, the wolf-them and the them-them are the same, just twisted so that they have new goals:
-Convert as many into werewolves as they can
-Kill/Convert anyone who is a potential threat
-Avoid death, unless their death would help create more wolves/prevent the deaths of more wolves
As if that weren't enough, I figured that they should be somewhat stronger/tougher/faster than a normal human, their strength waxing and waning with the moon.
And that, when turned (AKA In werewolf form, with actually looks more like pic related than the "Big bear-wolf-man" that a lot of modern ones are), they are incredibly dangerous monsters, and even more so when collaborating with partners.
And, to add to the horror factor, when their minds are twisted, it often makes them take on some sort of vice, which may range from smoking to massive pedo bestiality necro orgies. Though this was also meant to be a way of identifying a werewolf via behavior changes/shifts like this.
So, how do I make them weaker without taking away from the original concept?
I just don't see how I can add them in without them becoming more dangerous than the BBEG himself.

The only surefire way to tell is once a month, and that's also when they're at their most dangerous.
I'm just a little worried that, even as the BBEG itself, they mat be a bit to dangerous.
Though I guess it could potentially work in a more grimdark setting.
Give them some classic folktale rules that keep them in check:
Can't cross still water
Warded away by a type of flower
If you throw a chicken at them they have to stop and count the feathers.
Weak to an iron stoked in fire
They have to fully circle holy ground nine times before entering.
The vice thing, make it an obsessive absolute, if it's there the monster has to partake. That way the players can keep one smoking or gambling, etc.
Their true self can be revealed in a reflection and which then tries to spiritually kill its corrupted self, so they avoid mirrors.

The constant feuding is no longer useful or possible in a modern setting with huge centralized states so instead all the former feudal conflicts between rival houses are now corporate feuding between enemy corporations.

If I were to run this thing in 5e, I would make it a special encounter. First it would cast a spell to hinder the party's movement, and it would slowly advance on them, shrugging off attacks they throw at it with its huge HP pool and moderate AC, and I'd probably give it proficiency in all saving throws, too.
Once it reaches a PC, it would stab with its knife for enormous damage. I'm talking fucking huge damage, like 10d6+str or some shit like that. Give it a moderate or high attack bonus, a single attack, and enough damage to just fucking annihilate a PC.
If you don't want to give it some kind of movement-hindering ability, then have the party be otherwise trapped and forced to deal with it. The whole point of tonberries is to terrify you with their slow but inexorable advance and the desperate damage race to kill it before it can stab someone.
With a very high charisma can I go making other characters kill themselves?

This guy is right, but as long as this is a thought experiment, I imagine it would take weeks of verbal abuse and manipulation, and be much darker than most people realize. Typically, charisma checks can't convince someone to do something they don't want to do, unless it sounds reasonable.

This, it would be a process. You would have to figure out there week spot, and slowly apply pressure to it until you break there psyche.
Also this likely will involve actions outside of directly interacting with them. Make their lover cheat on them, lose their job/source of income, if possible disprove their fundamental belief system. In short, you slowly and methodically remove all joy from their life so that it is as horrible as you can imagine, then keep going.

What do you think about armor rating as HP? So a guy with a plate armour has more hp than someone with a chainmail.

I think armor should be damage reduction rather than some treshhold you need to overcome. Using it as damage reduction would really give you that "practically invulnerable to most regular weapons" feeling. Imagine in for example D&D having full plate give you damage reduction 10/- or 10/bludgeoning. The only weapons that would be able to harm you (barring bludgeoning, if you choose to make that the exception) would be greatswords and greataxes, and even then they'd only do 1 or 2 damage if any at all. This would also encourage alternate ways to take knights down (like... oh, I don't know... grappling them?).
It'd make the system even more autistic than it already is, but if I could redesign how defending against damage would work I'd do it as follows:
>Replace the term "Armor Class" with something like "Defense Class" or "Protection Class" (sadly both DC and PC as abbreviations are already taken)
>You roll to attack against the targets Defense Class
>Defense Class is basically his ability to avoid or deflect strikes. Dictated by stats and class skills, but can be enhanced by shields and feats

Was serviceable because it is quick and simple.
I feel like it excels in a situation like this where it is more of an auxiliary mechanic. Another thing would be a quick ruling for another scale you don't want to be burdened with too much. Like vehicles. For a main character bound mechanic in a P&P I prefer something more detailed.
