Do you have your RPG campaigns be an A-Team dungeon craw, or are they a dramatic and emotional Breaking Bad?
A great campaign I had a while ago featured a player having the plague, while not telling anyone else, and a lot of weird interactions only made sense once we found out later.
The player and the DM exchanged folded notes related to it, there was a mystery all the time, good stuff.

Sup /tg/, I'm a new DM who's planning to organize a game fairly soon for a group of friends in 5e. I've been trying to do some research so I don't fuck up everything.

I've got a campaign being set up that is breaking a few of the guidelines that a lot of people lay out for DMs, though I'm trying to do it with caution. One of those things is having lots of NPCs with a few of them probably being prominent enough to be considered DMPCs.

It's suggested that DMs try to stray away from those if possible because NPCs taking the spotlight away from the players is bad. I can definitely see the point people make with that argument, having been a player of a bunch of campaigns already, but I feel like I'd like there's a fine line that a DM could tread and have a campaign that the players play through and make their own adventure but with the added bonus of meeting and interacting with all these cool characters.

Obviously, filling the world with a bunch of characters isn't my main goal with this campaign so I don't want it to seem like that's the hook of it, but it's definitely an element of it and it's one I'm concerned about because of the risk of ruining it for others.

What does /tg/ think? Have you guys had a campaign that you played in or DMed where you tried something similar? Do you think it's possible to walk that fine line between having a lot of cool NPCs without taking the spotlight and focus away from the players?

Having cool characters around is fine and not what people mean when they say DMPC. A DMPC is explicitly an NPC that travels with the power, and tends to be overpowered/used as a tool to railroad the players.

Overpowered regular NPCs can also be obnoxious, especially if it seems like they could be resolving the world's problems themselves without the party's help. As long as you keep them from being too overpowered, or at the very least give VERY good reasons for why they can't intervene directly, loads of interesting NPCs are a good thing.

Use an archangel-type NPC that has enormous power but equally huge restrictions, so they can only intervene when very specific circumstances allow them to, like if they are attacked directly.
Bonus: make the enemies smart enough to know not to attack the angel.
Bonus x2: allow the players to abuse this by sending the angel around corners first.

So the game currently uses a d10 pool system, but I'm looking to overhaul combat to use a more standardized system (possibly a fixed pool or something, with additional bonuses in place of bonus dice or something?) so that it's both easier to play and easier to implement new narrative-based combat mechanics.

Basically, I'd like to have the old combat system of raw damage -> HP changed to inflicting certain effects are particular thresholds (Healthy -> Grazed -> Injured -> Wounded -> Crippled -> KO'd -> Dead) or something similar, since I feel it's more conducive to how it should feel to play an episode of DBZ.

I'm thinking that I should probably either replace the d10 pool system with either one that has a set number of dice (ie: everyone has 5d10, with occasional bonuses, with higher skills and stats granting flat bonuses instead of additional dice) or some kind of standard 1d10 system or 2d6 system where you go to a crit table on a 10 or 12 or something, and that table has special damage effects.

Why not use a powerlevel system? Seems fitting for a DBZ RPG. If character A has a powerlevel of 500 and character B has a powerlevel of 1000, character B will take 50% less damage and do 50% damage to character A and also be 50% faster.
This is how that one old SNES DBZ RPG works I think and it's really cool.

While “heavens” that is now known to most of the galaxy as “shroud”, is infinite and mysterious, beyond comprehension of puny mortal brains. How should I, the going to GM, handle cutscenes, how does your group do it?

Say I have a series of events along a 30sec up to a 1min timeframe that I need to unfold in front of the characters, but I might run risk of them trying to intervene in unforeseen ways that might botch up the scene.

Or I might have to take control of them for a short duration, be it for just simple stuff like letting their gazes wander to specific places.

Say I say they feel an itch on their arm. Can I, in one fluent narrative motion, just assume that they're going to check it and just go on describing that they're rolling up their sleeve to get to the source of the itch, taking away the option of them ignoring it?

Or in a more severe case, I'd need someone to get dramatically murdered in front of everybody, without having a super-agile character interrupting, pointing out in frustration that he should have a shot in interfering (this one bothers me most).

I was wondering if I should agree with my players for allowing me a couple cutscenes per adventure, where they're giving full control to me. In return I'd try to deliver on nice, dramatic descriptions (I'm a good reader/performer), possibly accompanied with music, which could add to the experience. Say for transitions, or character development.

These cutscenes would be triggered when the players reach a milestone, and so could be a good indicator of their progress. But I don't want to railroad too hard, so what should I look out for?

Look, maybe to clarify, I was imagining running an adventure, using SW. Then say, I need an argument between NPCs escalate up to a murder in front of the PCs, but I definitely NEED it to happen, and I can't have a wall of bulletproof glass separate the PCs from the scene.

Ignore the thread if I somehow managed to write this all on a shit newfag tier, but I'm not baiting, and surprised at the suggestion.

Listen, OP. You get exactly one cutscene, and that's at the start of the campaign. You're free to describe the actions of players up until that point. If you want to have a murder take place in front of them do it there, then start the game proper. Afterwards, you should just not write plot that NEEDS them to stand by idly while the action takes place, because they won't.

If you must have a murder take place, do it while they are just walking through the door rather than standing next to it.

So is there a reason you would EVER want Grand Weapon Mastery, or even Specialization? They both seem terrible. Okay, Specialization isn't that bad. A lot of critical wound effects end up knocking down a monster in the first place, but enough don't that it would be useful. But the Mastery? It's basically a worse version of the Katar specialization! Do Grand Weapons make up for this crappy Mastery with their stats alone, or something?

Furthermore, Scythes. The Specialization is weird. What is it good for? My best guess is trying to exploit persistent injuries to make monsters waste their turns, and the Mastery SEEMS to support this. Nothing says the first activation needs to be a Scythe, just the bonus activation. Maybe you can exploit that with another weapon or activation?

And a thing I've noticed: It seems that Luck and Speed are the best stats, period. Accuracy is trailing behind, but Strength and Evasion seem mostly pointless. Who cares if you can wound or not when you can make your crit range so wide you're practically critting every attack? And Evasion... The White Lion at least is so accurate that Evasion would really only help if you had a lot more of it than is practical to get. Katar Mastery alleviates this by making Evasion spammable, but that's not exactly something you get early game, either. Is there something I'm missing here?

Evasion is pretty good, you just don't get hit. Luck is great, but Speed is bad if you don't have the Strength to back it up.
