So how do you think the individual high lord feel about Guillimans return?
I don't think the 999 M41 high lords are ever talked about, besides maybe a passing mention of some of their names in the 4th ed rulebook or something about that old.
Anyway, with the amount of shit they have to deal with I don't think they're really to blame for anything.

Not really looking for specific names, more like a generalization like what does the Fabricator General think about this or the master of the Administratum? Basically a rough estimation based on the what they are the lord of.
They'd hate it. A dead/missing Primarch can be used as propaganda to get the plebs to their dirty work, a live one will usurp their power.
Would it be a super bad idea to let players run a cult? I could imagine it'd fun playing through cult kidnappings and sacrifices, while dodging detectives and police who are trying to put a stop to it. Has anyone tried this before?

Do that, except the kidnapping and sacrifices are necessary for the greater, they keep the Ancients away. And of course the ncient ask for more and more and more until the PC can't manage

What is a well written proxy war like?
It should constantly remind the parties involved of the threat of a major conflict should things get worse too fast or too hard. It goes for both major and minor players, and of course you'll get people trying to exploit this. Depending on how well they do it, it might give them some leverage or bite them in the ass.
Anyway, the codeword is pressure. From the conflict, the population, the government, the diplomatic situation, maybe even third parties coming in to see if you're doing stuff like you're supposed to.

Its pretty obvious that the super or great powers take advantage of existing conflicts to open up a new pressure valve for their tensions. Aiming to gain a political advantage in the grand scale of things.

/tg/, why won't you use a system that reinforces setting through mechanics? Why do you mindlessly slap generic rulesets without even a thought about homebrewing a tool, that will help to translate narrative of setting/campaign to players?
I've seen enough worldbuilding-related threads to conclude, that people on /tg/ care about settings they create and put a lot of work into them. Then why won't you show strengths of your setting by implementing meta-narrative in system? Clearly, if you worked enough, it definitely means that your creation isn't just a mindless copycat of Dragonlance/Forgotten Realms/Golarion/Insert another generic mishmash train-wreck here.
Why won't you show that directly through the game's process instead of bloating players with pointless exposition they will forget?

All colors are allowed to put +1/+1 counters on creatures and flying is typically white and blue. As white isn't a color of this tribe, WotC went with blue instead.
A creature in a town is killing people and PCs must investigate.
They of course find some evidence that theoretically form a complete picture just moments before they confront the actual monster.
The problem is that players are experienced. Bodies without blood=vampire, Attacks on full moon= werewolf.
What satisfying monsters can be thrown at players?

fleshgolem/frankenstein monster that has memorys from all the different people he was sewn together from. so his arm wants to avenge his own murder and his leg wants to take revenge on his cheating wife etc. might take them a while to figure out there are several different peoples motives behind the crimes.
