I just started running call of cthulhu and it's great, so great that I want to run it when I go camping with my friends this weekend. I want to like this game, the setting seems really interesting, but the writing style is one of the worst I've ever come across in an RPG. The fact that everything is written from a semi in-character perspective, combined with the vast amount of setting-specific terminology, makes it almost impossible to pull any solid information out of the text. Which is frustrating because I really like the bits I've been able to decypher, but I just can't get into the fluff enough to come up with a character or story I like.

I like the idea of writing lore through military reports, backwards sources, rumors, unreliable narrators and so on - it's a novel way to emphasize how the world really collapsed and there's no general consensus on what actually happens in the world. It's also good to leave some things vague so you can interpret it yourself, which could make all different kinds of stories work in the setting.
However I agree, it's all over the place and it's simply frustrating to find what you're looking for at first.

I'm making a home-brew set in the pseudo-future, and I had a problem: Tracking money, expenses, inflation, specific costs of different locations, stocks, etc. is tedious as fucking hell, and often just ignored or hand waved.
I wanted to make a system that was both more useful and easier to manage:
Acquisition represents your character's ability to have "things". Making deals, getting licences, trading stocks, obtaining contacts, moving products, all are a part of acquisition. "Soft Acquisition" is a skill, like "shooting a gun" or "hiding". And therefore you can get better at it. It represents a constant continual flow of funds required to obtain certain things. "Hard Acquisition" is represented by you finding a temporary windfall of resources, such as a crate of gold. You can spend this for certain temporary purchases, which deplete it.
For example: a High lifestyle standard would cost 10 acquisition, an assault rifle costs 4, the mods for your rifle cost 1 and your body armor costs 2. In total, to have all of those things available to you and "equipped", they will use up 17 acquisition. This represents the stuff you buy to repair your gun, patch holes in your armor, adjust your mods, and how much you are paying for expensive prostitutes and fine meals and clothing.
Consumable items like grenades, ammo, etc are just a part of acquisition, and are automatically restocked over a certain time period (1 week?). The same with food, body armor repairs, software licence updates
Depending on the location, the local currency, etc, certain things would cost more or less. California would have weapons cost double acquisition due to licences, cops, etc. Maybe you could only pay 1.5, but if you get caught then you get in trouble with your unlicensed RPG the cop finds in your trunk.

I always prefer abstract wealth systems to granular ones, so it seems like you're on the right track.
Pop by the Infinity general and grab the RPG core book preview from there, have a look at its wealth system. It's somewhat similar and might give you some ideas, even if it's just 'I don't want to do it that way'.

Look at the Rogue Trader rpg rules. Rather that discrete monetary units, the group has an economic influence level, which effects the likelihood and amount of equipment you game get. For example a low level group can reliably get all the flak armor the want, but have no way of getting a suit of power armor. A mid level group may be able to get a suit with some luck, and high level group would be able to get a suit or two whenever they need one.

So, on June 17th new edition of Warhammer 40k comes out, here's question, never played ANY tabletop, but since I read Horus Heresy and played DoWs, I am kinda interested in getting into 40k tabletop, especially I heard rules will be easier, what should I get for starter? What do I have to know?

Short answer is: we don't know yet.
Start Collecting! boxes were a good deal (and will still probably be, money-wise) and were playable right off the box because they had a special formation with them (= a way to organize your troops). BUT formations are gone in 8th so maybe you won't be able to use it directly.
You'll have to respect some rules for your army to be legal. From what we know, you'll be able to play almost anything, but it won't always be optimal (if you go heavy vehicles only, you'll have less 'Command Points', which allow you to use special abilities, re-roll a die, etc.). The absolute minimal detachement seem to be one HQ and one troop.
You'll need something to cut plastic with, a can of primer (black or white, but make sure it's written 'primer' on the paint can), paints, and brushes.
Watch Duncan's videos on WarhammerTV to get an idea on how to paint. THIN YOUR PAINTS (= mix your paint with enough water on your pallet). THIS IS NOT A JOKE, FUCKING DO IT.

I'll admit, I'm kinda ticked off. Seraphim as twin pistol jump troops was one of the few things we had that marines didn't. Now there are better marines with (Almost certainly) better bolt pistols.

It is the fate of any such game that things will interact in unforeseen ways.
It is, however, a problem when the devs can't even catch obvious things within the same set.
Though, a lot of the problem remains that they have staples, but not consistently.
That the colors have specific things they're supposed to do best, but not consistently.
That they can't settle on a power level that the various effects are supposed to have.
That there's no room for a vanilla 1/1 for 1.
That Rarity has become a decisive power level modifier to push pack-cracking.
Magic has pretty well run it's course. That they decided to make a new legacy format, and within 3 sets had reintroduced the bullshit that required a new legacy format...
