I meant a more intelligent subrace of Goblins manage to develop a unified culture, there's still plenty of standard Goblins, and if anything, most !Not!Roman Goblins are less intelligent than Humans, just more brutally cunning.

Yeah that's more along the lines of what I meant, !Not!Roman Goblins, only the class divide isn't between Patricians and Plebeians, it's between Hobgoblins and Goblins.

Well, I think it's difficult because a GM can't be an auteur, as players control the major characters. However, Hideo Kojima managed to succeed for the most part in video games, which have a similar problem, so maybe it is possible for a GM to develop a style that doesn't conflict with RPGs. You might have to be a genius to pull it off, though.

it's too much trouble with no actual reward unless you have super-conscious players that will appreciate and actually understand what are you trying to do and through their roleplaying enhance the whole of the game. And that is for all practical uses impossible.

How to fix Pathfinder:
>remove "1d20+flat bonus" system
>replace it with "3d20, take middle" or roll-keep (aka rXkY) based on d6
>remove skills, classes and class features
>replace it with professions/jobs/backgrounds/whatever you want to call it
>remove Vancian casting based on ability scores and spell slots/mana points
>replace it with ritual casting based solely on items and professions/jobs/backgrounds
>remove the experience system based on killing monsters
>replace it with goal/achievement-based experience system
>remove health system based on abstracted HP
>replace it with two separate tracks for Wounds and Stamina (think like Armor and Shield in sci-fi games)

so dragons are generally shown as feircly territorial and limited to one area, but given their ability to fly why aren't there migratory dragons?

And would migratory dragons by neccesity be leaving explorable dungeon type areas behind when they leave their summer/winter homes for the season, or would their seasonal abodes be very temporary, impromptu affairs?

Because if they are intelligent, they probably just want/need/like to have a little corner of the world to call home. That's their territory. It has everything they need.

They might travel to sightsee or move somewhere else permanently, though.

Are there any game systems that have very limited dice rolling or even completely foregoes any random element?

I picture something that is more focused on the players solving "puzzles." Be it that the puzzles are moving shapes around, navigating a maze, or even breaking a combat down into a series of steps that has to be solved in some way rather than just rolling dice until HP runs out.
