A lot of little teasers, and everything is pretty good. Theres a reason to not take the power claw now, as it most definitely will be getting a -1 to hit. Choppas granting bonus attacks keeps boyz at the same attack value which is good. Taking saves against basic guns doesnt seem like much but its incredible. Morale being based on your unit size is great for a change to mob rule. Even if the warboss krumps a couple goons in place of 10-20.
Meganobs will be amazing (if a little slow) 2+ armor with 3 wounds at T4 is more than you can ever ask for.
Lastly, the removal of the initiative stat and WS is paramount to success for orks, who suffered at I2 and relatively poor WS. Now youre guaranteed to be hitting on 4's with boyz minimum, and at least 3's everywhere else.
Thats not even counting your vehicle weapons like deff rollas, wrecking balls, killa kan and deff dred killsaws, etc.
Its all looking up for orks. Only thing holding you back could be movement 5", but thats to be expected.

the Khan would be quietly amused, but advise extreme caution when deploying them alongside traditional marines.
Ferrus would probably evaluate them by watching them in combat, then systematically employing them where they can do the most damage to the enemy while keeping records about their mutability.
Dorn would offended Guilliman would try to improve on the Emperor's design.
Corvax would probably keep his own counsel, but if pushed, think its a huge mistake and want nothing to do with it.
Vulkan would just nod and do his duty, evaluating them on their performance before giving his opinion one way or the other.

Planet=city. You can zoom in on them and have adventure hooks, or just use em as pit stops.
Galaxy= the world. Getting to the other side is a big deal.

I'd keep it out of the solar system just so you can exert rule 0 with less whining about what is and is not currently true of the real sol system (or maybe you have better players than I do and this isn't a concern)
I think a single system strikes some players as a little disappointing, but if you're keeping it grounded with no ayyliens and so on, it can be a really solid choice- you can flesh out stuff a lot more.

I feel my knowledge of solar astronomy is passable, as in I can tell my Orcus from my Haumea. Also, it's fairly easy to look stuff up, and on top of that I can just let my players know that I'll be applying a bit of artistic license.
The bigger problem with running Sol is that I'm aiming for a Traveller/Firefly free-trader campaign, and I feel having one system with one (maybe two if you handwave Mars' terraforming) makes centralisation easier. Even if Earth, Mars, and Titan are equal powers (say), there's still less cracks for the players to work in.

I get what you're saying, but the problem with that is that interstellar space is fuckheug. I mean, you may think it's a long way down the road to the chemist, but that's just peanuts to interstellar space.
Maybe a better analogy is that the habitable world/worlds are City-States, the inner system is the lands that feed the cities, with asteroid-mining and all that, and the out-system is the badlands where brigands and worse lurk. Systems without habitable worlds are entirely wilderness, so better hope the patrols are regular

My experience is the vast overwhelming majority of people who play and are under 30 can't or won't muster their imaginations. 30-45 is about a 50/50 shot, over 45 the odds go way up, if they played when they were younger.

Apply this logic to other mortals. What if celebrities and other famous people could gain powers from the faith of their fans? What if a band's lead guitarist can make actual magic with his music purely because his fans think he can? What if an infamous criminal could turn invisible and walk through walls because that's what the stories say of him? What if a popular king had established such a cult of personality that he really could end a plague with a thought?
Is this too much of a leap of logic? If not, what manner of implications would it have to a setting? Would it make for a fun gaming in?

This is kind of the theory behind Avatars in Unknown Armies, although rather than attention paid to individuals it's more about resonating with an archetype that the whole world knows and believes in.
I used it in a game blending the two where one character, a genius idol singer, managed to figure out what was happening and through manipulating my bullshit metaphysics managed to supplant the archetype she was channelling from the collective unconscious with herself, essentially becoming an immortal goddess within the collective mind of humanity. It was a pretty neat way for things to end.

I think the big question for factions is why each Primarch decides as they do, as well as what each faction is meant to be.

I'm thinking they use the Ecclesiarchy in a major way, with Yochin as their propagandist. They espouse a monolithic state run as the crusade Imperium was, earning them munitorum support.

They hold to the Imperial Truth or things that are close enough. Politically they follow the theory of Gyahdred and the implementation of Gregoire of smaller astartes run zones on the supposition that the size and scale of the Imperium results in inefficiency. Gyahdred was speaking of the purges of the Death's Heads, but it seems fate is not without a sense of irony. This local approach wins them the support of the planetary elites.
