Peter Payne was the translator for his company Sakura Soft's release many years ago of Three Sisters and the japanese text had them saying they were 12 or 13 years old. Of course, Peter used his all purpose generic disclaimer "All girls over 18" that he slaps onto everything. But if you knew the japanese, then you'd definitely know the girls were underage.

Peter says whatever he wants for business purposes. Nothing's changed over the years. In the case of these other games, Peter was probably unable to make other people take the risks of being the translator on the credits. Certainly, he must have seen the game and knows the stated ages. He could easily translate it himself since he is fluent and his wife is even japanese.
