Peter Payne was the translator for his company Sakura Soft's release many years ago of Three Sisters and the japanese text had them saying they were 12 or 13 years old. Of course, Peter used his all purpose generic disclaimer "All girls over 18" that he slaps onto everything. But if you knew the japanese, then you'd definitely know the girls were underage.
Peter says whatever he wants for business purposes. Nothing's changed over the years. In the case of these other games, Peter was probably unable to make other people take the risks of being the translator on the credits. Certainly, he must have seen the game and knows the stated ages. He could easily translate it himself since he is fluent and his wife is even japanese.
Yeah but what would be the point other than a moral standing. You could write the characters ages as 3, 9 or 13,879 and suffer no legal ramifications. The writings would be covered under the 1st Amendment as Art and they wouldn't be liable for anything seeing as its animated and completely fictional. So even Three Sisters was nothing more than and salute and middle finger towards the White Knights.
pretty sure the legality of it in US is questionable. a supreme court judge a few years ago essentially said that defining pictures as CP is at the discretion of the judge/prosecutor; had something to do with pictures of porn stars Photoshopped to look like kids or something.

You won't get any evidence because in the USA no one has ever been arrested, convicted and jailed solely on the grounds of possessing loli art of fictional characters. Illegal import, yes. Digital remaster of actual children, yes Possession of CP along side loli, yes. Trademark violation, yes (actually happened). But never for straight up loli.
Of course they don't really need to when they can just pick any old local 'blue' law and snowball it into something worthy of court. well that would make them CG art based off of real adult people, like any given photoshop of famous actresses before they hit majority. from that it could be said that any CG art could be construed as CP, and it wouldn't take much for an overzelous judge to try to say that any drawn loli art found on a pc could be CP.
