The system is just really rigged very much in favor of the league making money and that's how its always been. In order to save face, they usually make it up to these markets and give them a team again, but I don't really see it happening for St Louis, San Diego or Oakland when its all said and done.

It's because there is a set limit to how many teams can exist. There's now way for a team to rise up from below to fill the market void like there is in systems with promotion/relegation. The only way a city can get a team is by expansion or relocation, and the NFL right now loves it's current setup and does not want to expand.
