I get really mindfucked by the World Cup in Brazil. Feels like it was just last summer but in reality it's been 3 years already.

Why does UEFA continue to enter every team in the confederation into the same round of qualifying?

Literally every confederation has separate World Cup qualifying rounds for their teams except for CONMEBOL and UEFA. It makes sense for CONMEBOL, since the all the teams in their confederation are somewhat competent at football (the worst ranked CONMEBOL team is rank 73, the worst ranked team of every other confederation is rank 200+).

But in UEFA, we have non-countries like Gibraltar and San Marino fielding national teams, the majority of which are literally made up of part-timers. It makes no sense for those teams to be put in a group with the likes of Germany or Spain. It doesn't improve the small teams because they continue to get battered and they have no real chance of learning or even gaining possession of the ball. And it is pretty much a waste of time for the bigger teams since they could probably field a team of second-division players and still comfortably win. It's not even a good opportunity to try out new tactics or players since they're not truly being tested against a team of part-timers.

Then there's the issue of how the teams are distributed in the WC qualifying groups. Take the Russia 2018 groups, group A has three teams that are ranked 40 or higher (France, Netherlands, Sweden) while group E only has one (Poland). Since only a maximum of two teams from each group can qualify, a relatively decent side from group A will not qualify while a relatively shit team will have a much better chance at qualifying. And the draws for the second-place play-offs being random means that there's a chance a relatively shit team reaches the proper tournament, which just means that the group stages end up being boring.
