They don't have smaller eyes, they just have an epicanthic fold. And there isn't any known reason why. It's probably just random variation.

Size is the same except they have a fold of additional fat tissue in the corner of the eye to help in extreme cold conditions.

Whites (the blond, northern types) also have this vestigial feature because the common ancestor to both Whites and Asians evolved in Central Asia and Siberia.
