Sand filters remove particulate matter but not bacterias and toxins. There's large scale(reserviour) purifications methods that uses micro-organisms for water treatement but I'm rather skeptical that this vat would do that as opposed to just being a sand filter.
>>7793345 OP here, I don't know but I work with fish and reptiles and what is being used here is a bio-active filter. After a period the "good bacteria" in running water will take over the bad bacteria and live on the high surface area of the substrate/filter (in this case the sand and stones). You also have the mechanical aspect of the sand which physically removes particles
