Its not known for sure, but the general consensus is a genetic predisposition which is either enhanced or repressed by early development.

However, there are different views. Most notably, Kinsey and Freud thought that everyone was bisexual, and sexuality was entirely determine by which, if any, sides of it you suppressed, either deliberately or through personal trauma.

Freuds work was used as a basis for those ghastly American "pray the gay away" camps IIRC.

People get it though various different genetic and enviromental factors. Not all homosexuality is risen by the same factors. Homosexuality is really easy to "aquire". If you force yourself to watch gayporn and fantasize about naked men then you will start liking it eventually.
Men are not that different from women and both of them carry many common sexual traits so it's technically really easy for anybody to be attracted to both sexes, especially today when its so easy to feminize or masculinize yourself with your appearence. Gender roles are also no longer necessary for survival so there are more people who fall in between and thus they may be more suspicible for ambigious behaviour.
Sexuality is majorly a social construct and there arent really that many known biological indicators for your sexuality. What ultimately determines your sexuality is your own personal choice and how you reflect that upon your enviroment eg. Do you choose to fuck men or do you choose to wear a gay pride t-shirt or just fap to trannies on your computer screen.

Hell, the Greek Olympic games were basically a gay pride, the glorification of the male body.
Anyway, Christians messed things up when they banned homosexuality and shunned anyone with the slightest attraction to the same sex as homosexual and deviant. When we finally accepted back homosexuality in society, we kept the idea that it was either one or the other.
