It is created. Mathematics has no meaning outside the context of language and thinking. Everything from the simplest counting to the most advanced, it's just rules meant to describe something as a language. The whole field of mathematics is basically trying to find grammar that do not contradict itself and it has tons of useful features because it describes certain aspects of the world very well.
