It doesn't matter what your starting point is for lifting. You will gain as long as you increase the weight every week, and get a regular amount of sleep (7 or 8 hours) on nights between workouts. You only gain while sleeping. Also you want to eat plenty while bulking, obviously. You must take in more energy than you use to gain strength.

If you're not seeing gains, it's because you're not sleeping, not working out on a schedule (skipping workouts), not increasing the weight regularly, not lifting correctly (which is also liable to cause injury), or not eating a caloric surplus.

If you're concerned about public embarrassment, get a bench with a rack, a pair of adjustable dumbbells, and a barbell. You can at least make some progress at home, if you educate yourself about form.
