-Spotless health history, both physical and mental
-7'' or longer penis
The world government has shown mercy though, and will let all men who do not meet this requirement select their future feminine form. Your mind will be left unaltered, though your hormonal levels will change to suit your new form. You may choose to retain your male genitals, but if you do so, you will be sterile.
