It isn't all women but a loud minority that do this and they have a massive victim complex and we seem to just concede to them anything they scream about like children. Because a woman's reputation depends greatly on her purity. By propping up the concept of a "rape culture", they can put pressure on the courts to just accept their word without evidence.
This is so anytime someone finds out about her weekend gangbang session with strangers, she can just say she was raped. So she's not a whore, she's a victim.
If she gets drunk and has sex with another drunk, but unattractive guy, she can save-face by shouting rape.
If she cheats = she was raped.

It also allows them more power over men.
