Because girls are avoidant and work on subtle nonverbal communication. She doesn't like you in that way but she doesn't want to tell you for fear of hurting your feelings, you having a bitchy response or whatever and she's hoping you'll just take the hint and stop chasing after her because she's already put you into the friend category and doesn't want to take your relationship to the level. It's easy to blame women for this but you need to learn the way they work so you can avoid making the same mistakes in the future (being friends with someone you're interested in sexually, not making a move on her in person, confessing your feelings, etc).

When in doubt get them talking about themselves and learn to fake genuine interest (though actually being interested in the people you talk to really helps) . People love to talk about themselves and it's proven that it helps people feel closer to you. Also when people are talking, they will reveal details about their lives, interests, motivations. Those are possible conversation threads that you can seize on to keep the conversation. Say interesting things, keep your talking to 3 sentences or less before you prompt for the other person to talk (though most people will rudely cut in - manners are a thing of the past). Anyways these are all general tips. If you do some digging on Google there are more much comprehensive guides on how to hold a conversation, but really nothing beats the experience of talking to a lot of people. You'll get the feel for the kind of things people want to talk about, don't, what keeps convos going, what kills convos, etc.

So for you people there is no difference between 2/10 complimenting you and 8/10 complimenting you, since it doesn't matter who the compliments come from?
