OK OP, let me give you some advice. This is coming from someone who had a shitty social life in grade school and lost his virginity at 23, but has now been in a relationship for four years.

1) Get some friends. Really the best way to meet women is through your friends. I saw later in the thread you said that all you have is one guy you play XBox with; that shit doesn't count. If you go to school, talk to people in your classes and join clubs; if you have a job, talk to people at your job; if you have neither, get out of NEET mode. You can also look into special interest clubs in your area - book clubs, anime clubs, gaming clubs, whatever you're into. This is a good way to meet people and practice socializing in general.

2) Make sure you have something going on to make you at least somewhat appealing and interesting. A plan for a career that you're pursuing; an education that you're working on; a productive/creative hobby that could go places. You should be able to talk about yourself beyond just 'I like to shitpost on 4chan'.

3) Work on your appearance. If you're overweight, eat healthier and eat less. If you're out of shape, work out. Make sure you are hygienic and dress in OK clothes. Make sure your hair and facial hair are not embarrassing.

4) Don't be afraid to try alternative methods, if for nothing other than practice. Go on dating sites, go to singles events or speed dating shit. Don't expect this to go anywhere, but it's good to get a feeling for what it's like to try to get a woman interested in you. And who knows, it might go somewhere. But for me personally, I had the most success with meeting women through friends.
