What are your guys' opinion on Hotline Miami? Jacket seems like a robot. What do you think?

The level design would need a good rework before touching the story.
Jacket wasn't really robot like, he played sports, joined the military with friends, and was only fucked up because the war fucked him up. He lived as an alpha and died one when the bombs dropped.

Fun games, the only robot was your would be assassin though.
For as edgy as it tries to be, and the almost FNAF fanbase it has...I really want to go berzerk and fuck people up to 80s tunes sometimes

I never knew people found Hotline Miami 2 to be such a disappointment. I knew there were complaints about weapon pickup priority that were not met, but I thought people loved it. Is there a review or something that anyone can recommend I check out to find out why the game disappointed everyone so?

Nearly all the levels are really open and because of that they have spots where you can be killed by an enemy that's off screen. Also the levels are longer than in HM1 so it encourages more cautious play (ie. the complete opposite of what mad the original really fun). The AI and doors are still buggy too. It's definitely not downright awful, it had some really great moments, but when compared directly to the original it just feels incredibly lacklustre.

Oh, I understand. I only watched an LP of it then watched some speedrun VODs of it later, as I did with the first Hotline Miami so I never really knew of the open-level thing and it not having the same feel as the first game. Thanks for the insight. Cheers.
