I work for a disability care company. I'm fairly certain he isn't living in a hospital/large facility, and I'm almost certain he isn't in group home style accommodation. We would have seen more people if this was the case.
There is the possibility he lives in a cluster of apartments for the disabled and carers visit each apartment as needed, or that at least one of the two people we have seen is a live in relative and he's in the family home.
