If you can't grow anything, just give it some time and you'll eventually be able to grow something.

I was 23 when my mustache became more full around the same time as the hair on my chin stopped being so whispy. Now it's pretty damn thick. My beard genetics still suck; I'm 26 and only now am I getting hair along the jaw.

That being said, give it time.
