sadly most of it is in a major state of disrepair and though there are efforts being made to fix it up, a lot of money is needed and only about 1/4 of the building is inhabited.

the idea for the building was that it would be constantly updated, and that the units were removable. so you would get a new unit every 25 years or so. that never happened as it became cost prohibitive, and instead they lasted way longer than their intended shelf life and many of them suffered water damage.
then people didn't want to move into a messed up building and now we're at the point where only crowdfunding is keeping the building from being torn down (its on a really expensive/popular plot of land, in tokyo, and is again basically mostly uninhabited).
so... idk. it was an ideological design that never really paid off, like a lot of buildings from that time period.
and thats a very basic description. i don't know that much about it and i'm sure theres more to it than just that.
