In general, just tell them the truth:
learning a trade will serve many of them far more than getting a 4-year degree.

The top students from each high school in each field should be encouraged to pursue higher education, even in art and other liberal nonsense, to preserve the university's role in concentrating highly skilled and highly motivated young adults.

The challenge will be in encouraging the not-top students to be consumers of quality literature, music, and to develop an understanding of scientific thought and most importantly: critical thinking. The emphasis should move away from learning SOH-CAH-TOA for use in everyday life, and more towards appreciating the thought that developed it, and how to use similar reasoning in day-to-day life.

High schools should also work closely with local trade schools and community colleges with specialty programs in nursing, welding, machinery, etc. to get students interested about a trade and learning it before they graduate.

I really don't think we need to encourage students NOT to go to college if they're told the truth. The problem currently is that schools are rated by how many students they send to college, and all students are told to pursue college degrees, when they really shouldn't. That's the real problem.
