It's kind of a brilliant scam actually. Sure the chances are next to nothing, but for $1 or $2 (We have a few different lotteries here in Canada, dunno your prices really), the fact that the reward is so many orders of magnitude higher than the risk, it makes it worth just from the implied odds alone.
