What do you think makes /qa/ good?
/qa/ isn't good. It's like /q/ but somehow it's even dumber.

I know lot's of shit is blamed on it, but they could be actively make this place bad or be trying to change 4chan to suit them better.
I don't really believe that, but it's possibly a reason. Either way, I think it's mostly because of the shitposting that results from conflicting opinions, people without a stick up their ass not taking this place seriously at all because of that so they post here for fun or to troll, and also poor moderation.
