I agree, doing this would help improve the quality. As it is, /pol/ is in many cases simply to fast to discuss some of the less meme-topics.
This should also be combined with enforcing the rules against spam, like at all. Posting a few memes is alright depending on the thread, but shit like "meme-magic" or "Lord Kek", "Winter-chan" and so on don't belong on the board, plain and simple. They add nothing of value and just take up space.

"Interesting" to teenaged memers and "interesting" to people that want to discuss politics are two very different things. While I don't go to /pol/ any more it's very clear that the two groups are very different and one of them doesn't get replies as fast enough as the other to remain on the board.
Perhaps a better split would be /pol/ and /memepol/.

/pol/ is a world politics board. The discussions of the community housed there are strongly influenced by its multicultural composition, allowing more varied perspectives and sources of information. Splitting it apart would in essence destroy the board.

In short, this is just another thinly veiled "delete /pol/" thread.
