Every other board on 4chan is allowed to post related pictures on topic, or even off-topic. Why can't pictures or webm of actresses be posted on /tv/ ?
At this moment, the entire board is overflowing with meme threads, star wars, and e-celeb shit that is left untouched, but any thread about an actress 404's within a few minutes.
Can we finally get an official explanation?

The mods wanted it deleted, but moot decided to keep it because he knew people would be pissed if it was gone. With moot gone now the mods have decided to simply ruin the board beyond repair, and then get hopefully Hiro to delete it

It's kind of funny. Actresses are only banned on the board where they're most relevant. /v/, /a/, /co/, all are allowed threads on voice actors, /mu/ is allowed threads on female artists.
The /tv/ actress ban is not anything practical and is not based on any form of logic or reason. It's simply stemmed from a years old grudge that has become tradition now and nothing more.
Because you don't want to discuss what this actress did, played in, or is going to do, you want to discuss the scene where you can see her nipples.

Uh yes, that's correct. There are reasons it is not offtopic and has been stated in this thread. In fact, the board rules say that actresses are not off topic.

The No Girls Allowed moderation is a meme left over from when moot's e-peen was still determining who and what was going to be allowed on 4chan. He has blatantly stated in old /q/ threads that there's no logic behind the /tv/ ban on women and it comes down to "my website my rules". Well it's not his website anymore, so why are we still enforcing shit he implemented explicitly to antagonize a board?
As if the IRC leaks didn't prove it enough, the problem won't stop until every one of the mods, jannies, and admin crew that were brought on by moot are cleaned out until his little cult is completely gone and a new team can be brought on that has no interest in imposing an agenda on boards.
Basically moot confirmed he hated /tv/ and also saw it as an opportunity to give 4chan a welcoming board to the newfags from 9gag, tumblr, reddit, etc coming in back in the /q/ days who were complaining about how there were people talking about things they didn't like in their new Secret Clubhouse and that threads which have nothing to do with them that they don't have to enter shouldn't be allowed. It's been the case for years that you can't even talk about television and film on the television and film board anymore, because if the television and film in question contains an actress the jannies find triggering, they'll delete the thread entirely. You know how ridiculous that is? It just shows how much of a joke the whole board is. It's not and has not been about facilitating any form of discussion for years, because as soon as the genocide of board culture happened it essentially left /tv/ as the blank slate board for nothing but cross-board posting and passing through the "Gateway to the 4chan Experience".
The epitome of autism is seeing someone having fun over there, or talking about something you don't want to talk about, and wanting them to stop when it affects you in no way.
