Simply by implementing the law they're going to create a culture of civil disobedience and turn millions of citizens into criminals if they don't want to hand over their firearms. That alone is going to create a huge black market.

Outside of kids, bar fights and in the city you rarely hear about people getting into violent altercations. Our murder rate is like 2/3 of national average despite our extremely lax gun laws.

We don't even have a gun registry in this state. They have literally no way of finding the vast majority of these guns. Now that background checks are more comprehensive and FFLs are required to keep better track of gun sales they know where they go when they're transferred, but they're under no obligation to actually tell the ATF without subpoena and even then there's no way of knowing that they weren't gifted, traded, sold, lost, stolen without being reported, etc.
The only method of enforcement they have would be reactionary. IE, if you get pulled over, frisked, or somehow otherwise caught with an "illegal" gun they would confiscate it and you would face penalty under law. Door to door confiscation is literally impossible and it will never happen. I don't think the police would even try if they -had- to.

They're basically saying that pistols can't have detachable magazines outside of the handle (ie no "machine pistols" or PDWs like Tech 9's or Kriss Vector 9mm) and that if they do have detachable magazines the capacity may not exceed 10 rounds. The main implication is that NO RIFLES or SHOTGUNS may have detachable magazines.

It looks like they've more or less copied the california law. Pistol grip and detachable magazine means all normal AR-15 types. See the NY legal AR 15's and the Ruger mini 14 for an example of what isn't covered.
