You won't get paid much your first few jobs until you learn how to do a bead fast and with precision, but once you get your own rhythm down you can really start going places with the trade.

Well it's like any field really. Some assignments just pay more. I just had good mentors point me in the right direction. You also assumed that those jobs were permanent.
Making good money as a welder is easy, you just have to know where to look, and what to look for. I'll give you an example. When they were building the new 49'ers stadium they used union workers as per their contract. The local union didn't have enough members so they had to draw in welders from outside the local while still staying in the brotherhood. They offered the base regional pay, plus travel expense, plus 75 a day per diem, on a 30/30 overtime scale. I didn't go to that one because I was across the country.

I have a wife and she just travels with me. I own a 5th wheel, and I'm paying off a house. Once my house is paid off completely I'll be done traveling for work. The only real reason anyone does the long outage hours is to make a shit ton of money in a short amount of time.

Also, there are plenty of benefits programs out there to assist people making less than $30k a year. I vaguely remember a chart showing that a single mom working a job making 33k a year can still earn up to 52k in benefits? So her effective income is 85k a year. Most people just aren't aware of these programs or the steps they need to take to get access to that money.
