Civilization , in my personal opinion, is a compromise.
They could be the same race, a different race, the same religion or a different religion; it doesn't matter.
The fact that you need laws and protection means that you don't trust your own "people".
When a mother feeds a child, it's not a trade; when a child is grateful to his father and gives generously, it's not a trade; these things don't require compromise. But when we see someone we don't trust, we expect them to benefit our side of the deal ALWAYS, otherwise there's no trade. Trade is another compromise.
