Any threat, any danger that is even slightly out of the ordinary is simply not something that is protected against or accounted for because it costs money. Chemical plants are not very secure vs. terrorism. Joe Blow sitting in a shack at the gate making $10 an hour and a chain link fence are the only thing between a determined terrorist and catastrophe. What's more concerning is environmental threats like hurricanes and flooding, mainly because they are inevitable and ubiquitous, they can happen anywhere.

I want to provide a bit of clarification here: I'm not saying that there are no measures in place to protect plants, or that there are no organizations or education or practice or drills or training or personnel or infrastructure to deal with emergencies and disasters. There are. FEMA has drills regularly, people are trained, there are multiple consecutive layers of communications infrastructure, mobile command trailers full of communications equipment and people to staff them, contingency plans, protocols, simulations, etc. All of that exists.

The reality of the situation, however, is that once something goes horribly wrong (which was inevitable, and will inevitably happen again), once things have torn up or are underwater or on fire all of those plans and people and equipment are reduced to one thing: get people out of the area, let whatever is happening run it's course, clean up the mess afterwards (sort of. as little as possible as cheaply as possible), then clean up any resulting fallout via lawsuits, payoffs, and public relations through the media.

You can go back to the Exxon Valdez accident, the Deep Horizon explosion a few years ago, any chemical plant explosion of your choice, the process is always the same

Once these chemicals or products are released into the environment cleaning them up just isn't possible or feasible, economically or logistically, so the real effort, the real work goes into making them disappear, to get them out of sight so people stop thinking about it. If the public can't see it, then it doesn't exist as far as they are concerned.

Enough about how the aftermath of accident is "resolved", I mainly wanted to talk about the plants themselves. People have no idea how many plants there are, how big they are, how much chemicals there are to spill. Go to google earth, look along highway 225 in Pasadena, Texas Go north to Interstate 10, follow it through to Louisiana, to Lake Charles and beyond. This is where Americas energy comes from. This is where products you buy come from. This is where the fertilizer for food comes from.

Harvey has already taken about 17% of refining capacity offline and "the storm will likely lead to these shut-downs continuing in coming days and may generate persistent damage as well". More refinery shutdowns and gasoline shortages are expected on the coast.

This is from one hurricane that did not hit the Houston & Pasadena area directly (remember, this is all flood damage, no real wind damage to speak of in the Houston area). So production capacity has been shut down or destroyed, which means energy costs will go up for everyone this winter, food prices may go up next year due to less fertilizer/more expensive fertilizer. You see how this snowballs, how there are ripple effects.

The part of the country we're talking about, Danger Country, isn't just where chemicals and energy are made, it's an infrastructure hub for the transport of those goods to the entire rest of the country. Oil, natural gas, raw materials, heating oil, all that good shit that makes things run, that people depend on and never think about. The veins and arteries of the USA are giant, humming pipes hidden underground that run north to the rest of the USA.
