Race and culture are very intertwined with one another, change the demographic of a country and its culture will inevitably chage, no matter hoe many "integration" efforts you do people of different race will never quite integrate, they'll never feel part of the group because they're different at the basic level of things, genetics, you simply cannot change that.
Even the foreigners who are infatuated with the local culture will never quite adapt to it, and statistics have proven that just a tiny minority ever ends up "integrating" (and never quite fully)

Europeans have a shared culture, yes there's regional variations but the culture of all of them is deeply intertwined for centuries, there's many similarities.
