My thoughts were started by recent thread about children assault by men in UK.

here is see the problem that parents often doesn't do enough care are oversight over their children. Sure it is parenting problem in some part but in another part you should look ta this from parents POV. They have very limited tools to oversight their children. They need out help.

So straight to my solutions:

1. Make it illegal for minors to be in public without adults supervision. Unattended minors spotted in public should be detained by police and children protection agencies and transferred to their guardians.
2. To make process swift and effective there should created biometric database of minors. Iris scan is extremely simple, noninvasive (photo of eyes from arms length ) and fast method to id persona.
3. All minors should be issued state supplied smartphones so they are always connected with parents. Also these smartphones should have another purposes.
e-pass fro school buildings
e-ticket for public transit
e-valet. Other payment methods for minors including cash should be made illegal.
e-tracker. So parents could any time check location of their children online. And police too, also if tracker goes offline police could detect that something bad is happening with child and dispatch patrols at their last known location.

Of course not all parents have possibility to supervise their children in person all the time so for 14+ year old should be made some exemptions, they can appear in public in area determined by their parents (route from home to school fro example). Areas are stored in unified database. So id police patrol sees unattended kid they simply point scanner at them that interacts with smartphone, establishes ID and check if child is in the allowed zone.
